الشراكة والاندماج بين مكتبات الأطفال ومؤسسات الدولة والأسرة لخدمة الأطفال الأسوياء وذوي الهمم: دراسة مسحية Partnership and integration between children's libraries and state and family institutions to serve normal children and people of determination: a survey study

تهدف الدراسة إلى توضيح الدور الحيوي الذي تقوم به مكتبات الأطفال نحو مشاركة المجتمع في تنشئة الأطفال وتحديد اتجاهات الشراكة بين مكتبات الأطفال ومؤسسات الدولة من الوزارات والجهات التابعة لها، ومن ثم رصد تلك الشراكة والعقبات والمشكلات التي تواجه مكتبات الأطفال نحو الدمج مع مؤسسات الدولة، ورصد مجالات الشراكة والاندماج بين مكتبات الأطفال والأسرة والمجتمع من أجل تنشئه سليمة وصحية لأطفال المستقبل. وكذلك رصد تلك الشراكات بين مكتبات الأطفال مع مؤسسات الدولة لخدمة الأطفال ذوي الهمم. وقد اعتمدت الدراسة على المنهج المسحي باستخدام الأسلوب الوصفي التحليلي وذلك بوصف ورصد الوضع الحالي للشراكة والاندماج بين مكتبات الأطفال ومؤسسات الدولة ودراسة واقع العلاقة بين مكتبات الأطفال وتلك المؤسسات، وقد تمثل مجتمع الدراسة من مكتبات الأطفال بمنطقة القاهرة الكبرى وشملت عدد 11 مكتبة طفل سواء كانت مكتبات أطفال مستقلة أو مكتبة طفل كقسم داخل المكتبات العامة، كما تمثلت عينة الدراسة في مكتبات وزارة الثقافة المصرية، ومكتبات جمعية مصر للثقافة وتنمية المجتمع وجمعية مصر الجديدة ومكتبات مصر العامة، وجُمِعَت البيانات من خلال تصميم استبيان موجهه لأخصائي مكتبة الطفل للمكتبات عينة الدراسة كأداة رئيسية في جمع البيانات حول مكتبات الأطفال التي تمثل مجتمع الدراسة، وقُسمَ الاستبيان إلى خمسة محاور رئيسية مشتمل على  33 سؤالًا فرعيًا. تمثلت أهم نتائج الدراسة في أن نسبة 81,8% لمكتبات الأطفال عينة الدراسة لم تؤكد على وجود معوقات لعقد الشراكات ومبادرات تعاونية مع مؤسسات الدولة فيما عدا مكتبتين فقط هما مكتبة الزاوية الحمراء التي مثلت الإجراءات الإدارية والدعم المالي أهم المعوقات لديهم، والدعم المالي، أما مكتبة 6 أكتوبر العامة فقد مَثل الروتين والموافقات الرسمية أهم معوقات عقد الشراكات مع مؤسسات الدولة.

The study aims to investigate the role played by children’s libraries towards the community’s participation in raising children and to identify the partnership trends between children’s libraries and state institutions, and then monitor the obstacles and problems facing children’s libraries towards partnership and integration with state. The study also identified areas of partnership and integration between children's libraries, the family, and the community for a sound and healthy upbringing of future children. This study relies on the descriptive survey method by describing the extent of partnership and integration between children's libraries and state institutions and studying the reality of the relationship between children's libraries and those institutions. The study population was represented in children's libraries in the Greater Cairo region, and included 11 libraries between children's libraries and children's departments within public libraries. The study sample represented the libraries of the Egyptian Ministry of Culture, the libraries of the Egypt Association for Culture and the Helregion andciation and Egypt's public libraries. The researcher used the questionnaire as a main tool of data collection. The questionnaire came out in four main attempts and included 33 questions. The most important results of the study were that 81.8% of the children’s libraries in the study sample did not find obstacles to establishing partnerships and cooperative initiatives with state institutions, except for only two libraries: Al-Zawya Al-Hamra Library, which represented administrative procedures and financial support as the most important obstacles for them, and financial support. 6th of October Public Library: Red tape and official approvals represent the most important obstacles to establishing partnerships with state institutions.
